Following the IPCC report on limiting global warming to 1.5°C, and the recent CCC report on net-zero, there is increasing pressure for countries to go well beyond their Paris Agreement commitments – and to implement transitions to ‘net zero’ energy systems. This will require economy-wide changes that extend well beyond the energy system. A key feature of this emerging revolution will be the disruption of established technologies, markets and business models.
The report presents the findings from a cross-cutting research project on disruptive change in energy systems, and explores three main questions:
• What are the potential sources of disruption to the UK energy system?
• Which sectors and actors might face particularly disruptive change?
• How should government and other decision-makers respond to ensure that the low carbon transition is implemented successfully?
